SFAFDB- an autonomous national organization established on March 06, 2006 (Phalgun 22, 2062), is governed by a body having nine executive members representing various sectors. It has been working for the establishment of Proxy Means Testing (PMT) based poverty targeting mechanism and to providing scholarships as grants in Higher Secondary and University (bachelor) level education. Board expects optimum use of its PMT expertise in other sectors regarding the utilization of distributive capability of State and other programmes in Nepal that demands poverty targeted intervention.
Board has successfully implemented Second Higher Education Project (SHEP), component-II: Student Financial Assistance Scheme (SFAS) which tried to ensure the access of certain number of economically poor students in both Higher Secondary and Higher (Bachelor) level education. Following poverty targeted PMT method it selected beneficiary students who were supported by Grants directly deposited to their individual bank accounts through Rastriya Banija Bank Limited (RBBL)-a first class financial institution selected on the basis of national competitive bidding process.
Moreover, its PMT expertise has been used by the Enhanced Vocational Education and Training (EVENT) Project to select beneficiary students from the eligible in/out school students/youths regarding stipends to Technical School Leaving Certificate (TSLC) and Diploma Level technical education under component-II: Strengthening Technical Education of the project.
