To fulfill its objectives the board has below functions:
a) Execution of GON approved annual work program and budget;
b) Work in favor of the establishment of pro-poor targeting system in Nepal;
c) Execution of poverty targeted program/projects form the side of GON;
d) Deliver its technical expertise to other agencies;
e) Work to generate trust fund to be utilized in favor of poor in getting education;
f) Distribute Scholarship to the specified poor students to increase their access in higher secondary and higher education; and
g) Follow GON instruction maintaining its institutional autonomy.
Board is responsible regarding policy decisions then its secretariat is responsible to execute to get things done through the mobilization of its technical expertise. It has to disclose information regarding its overall governance system. Moreover, scholarship provision, eligibility criteria to apply, selection process, verification/monitoring and delisting, appeal system selected students/beneficiaries responsibility, scholarship/assistance disbursement processes also has to be dissiminated to the targeted and stakeholders.
Department of Education, District Education Offices, Resource Centers, Community Schools/colleges, Nepal Telecom, Office of the SLC Controller of Examination, Higher Education Board, University Grants Commission, Rastriya Banizya Bank Limited (RBBL)-selected for SHEP on the basis of NCB process, beneficiary students, other stakeholders including volunteer non-governmental organizations, in one way or the other, have been facilitating the Board to perform its duties with full harmony.
